That's what I'm thinking -- but my view is that if it's an Inmate trying to stir up trouble, it's nothing new, easily deterred provided we can find the source of the problem. But if it's a Warden who's stirring this kind of unrest, then that's kind of counterproductive, wouldn't you agree?
